Mike McLusky is portrayed by the mayor of Kingstown as a middleman. He arranges a deal between prisoners and police officers from the outside. Mike persuades himself to focus on running the family business rather than pursuing his aspirations. His dreams are slowly devoured by time and crime, taking a piece of his soul with them.

Mike finds local police engaged in a power struggle when he enters the prison. In order to inform Robert the Beast that there are two detectives inside who can’t be reached, he pulls him aside. With the aid of surveillance equipment and information from Kyle and Ian, the police are able to assemble a SWAT team and devise a strategy to free the men.

The prisoners ask to speak with Mike, an inmate advocate, after making contact with them. When the police received the call reporting gunfire, they found a phone with a call to Mike on it. One of the agents throws the phone into the bathtub when they promise to ask Mike about what happened. Mike gets ready for his meeting with the prisoners, and his entrance is broadcast on television. The inmates point him in the direction of P-Dog, the riot’s leader, past burning mattresses and hanging guards.

According to P-Dog, the inmates’ mistreatment after they killed the child molester by the guards was the root of the resentment that eventually led to the riot.
